Roman Abramovich is described as a pro_Kremlin oligarch who has been involved in the destabilisation of Ukraine as a result of having a close relation with Russia's President Vladimir Putin and also providing steel for tanks in Russia's war effort. Abramovich is now one of the seven high-profile oligarchs who have been sanctioned by the UK government. The sanctioning of his assets which includes Chelsea Football Club effectively places the club in limbo. This means that Abramovich cannot sell the club. The UK government will need to give special dispensation for the sale of Chelsea, and no money could go to Abramovich either directly or indirectly.
Chelsea have however, been given a special license to continue with football related activities. This special license from the UK's treasury means that football related activities such as Thursday night's game against Norwich City can go ahead. The license has been issued to ensure that Abramovich is not able to circumvent the government's sanctions. The license will be kept under constant review and the UK authorities will work closely with the football authorities.
Chelsea cannot sell anymore tickets and only season ticket holders are allowed at matches for the foreseeable future. In addition, there will be no player transfers or new contracts, and no merchandise sales allowed. This measures are in effect until the 31st of May 2022 unless the license is renewed, revoked or the club is sold.
