Following the disbandment of the Football Kenya Federation (FKF) by Sports Cabinet Secretary Ambassador Amina Mohamed on 11th November 2021, a caretaker committee was put in place to oversee the execution of football governance in the country. The committee was under the chairmanship of Justice (Rtd) Aaron Ringera and as their six months term lapses today, they have handed over a set of recommendations to the Sports CS. The interim body made some suggestions to the Ministry of Sports that they wished should be adopted for the smooth running of the game.
The suggestions were as follows: “That the FKF Constitution be amended to comply with the Constitution of Kenya and the Sports Act. The Committee has developed a Draft Constitution annexed to this report which we recommend be shared with FIFA and subject to its concurrence, be subjected to a validation process by members of FKF and adopted by the General Assembly as the amended Constitution of FKF.” The committee further went ahead to recommend that the elections of the FKF officials be conducted in accordance with the constitution of Kenya, the Sports Act, and the new FKF constitution. Another interesting suggestion was that the FKF hand over the running of the leagues to a Limited Company as this will ensure efficient and effective running of the leagues.
One of the key highlights in the recommendations was as follows in the caretaker's committee's own words; “That the Sports Registrar and FKF work in harmony to ensure that clubs and branches comply with the provisions of Section 46 of the Sports Act and the FIFA club licensing rules on registration. The committee noted that the current branches of the federation are not compliant with the Sports Act whereas the County Football Associations are compliant with the Sports Act but are not members of the Federation. There is a need to harmonize this by the Sports Registrar working with the Federation to ensure that only one body per county is running the football and that the said body is recognized by the federation and is compliant with the Sports Act.” The final recommendation was a change to the government with an aim to ensure sports facilities meet international standards in compliance with FIFA and CAF amongst other international regulatory bodies.
Amina Mohamed stated that a way forward will be communicated soon. She added that the ministry will have a meeting with President Uhuru Kenyatta and football stakeholders. A clear road map is set to be provided on Thursday. The CS further stated that there is a need to install patriotism in Kenyan football and the country can not afford to sit back and watch as matters concerning the building of the game are mishandled and mismanaged.
